KCAP architects and urbanistsfrom Rotterdam have been commissioned the development of a masterplanfor the city of Perm. This is a unique project: for the first time a leading urban design office from Europe has been asked to look at the Russian city and develop proposals for its modernisation. This project is a confrontation of Western European expertise in redeveloping the city with a model of urban design that is still rooted in Soviet Greenfield planning methods.
